調べてみましたが分かりませんでした！いかがでしたか？
…というのは冗談として、個人的には意図的に訳していると思う。
日本ハムの新球場問題で、公認野球規則の「誤訳」という説が出ているが、原本の”OFFICIAL BASEBALL RULES”の該当項目だけ確認している人が多い。もう少し視野を広げて調べてみた。
「recommend」の使用例
「recommend」は【推奨】などの意で使われるとのことだが、”OFFICIAL BASEBALL RULES”では同系統の単語が何度か使われている。今回問題となっている2.01は【必要とする】と訳されているが、【推奨】のニュアンスで訳されている箇所もあるようだ。
3.07 Pitcher’s Glove
(c) The umpire-in-chief shall cause a glove that violates Rules
3.07(a) or (b) to be removed from the game, either on his own
initiative, at the recommendation of another umpire or upon
complaint of the opposing manager that the umpire-in-chief

問題の2.01項は「recommend」だけでなく「desirable」や「preferable」も使われている。特に「desirable」と「recommend」は同じ構文(It is ●● that～)が使われている。

というのが個人的結論。2.01以外は問題なく訳せていることを考えると、うっかりミスによる誤訳とは考えづらい。
